There is no need to restart FreeS/WAN!
Just create a cron job which downloads every day
an updated copy of the CRL into /etc/ipsec.d/crls
and executes
ipsec auto --rereadcrls
BTW - This feature is described in the Installation and Configuration
Guide on my web site or in the README coming with the distribution.
(RTFM would have been the straight solution for your problem)
