[Users] Tunnel doesnt come up after power failure

Hello,

when doing crash tests with 2 freeswan installations (kernel 4.17, freeswan
1.95)
the ipsec tunnel doesnt come up after switching one of the gateways off and
and turning it on again.

Has anyone an idear how to solve this problem or what could cause this
behaviour?
