The extensions_bitmaps are used by the PFKEY parsing code (and
building code) to decide what extensions are allowed in a particular
message. If you add a new message type e.g. a sadb_protocol then the
bitmaps need updating to say this is a valid extension otherwise the
parser will reject the message.

I don't have the code around anymore and the work was done back in
July/August of last year so my memory of it has faded somewhat :-<
