[Users] Multiple tunnels for multiple subnets - One tunnel breaks

My network setup can be simplified to the following

Left Subnet -- Left GW ----INET ---- Right GW -- Two Subnets (Call them
Subnet A and Subnet B)

I set the following tunnels up

Left Subnet -- Right Subnet A
Left Subnet -- Right Subnet B
Left Subnet -- Right GW
Left GW -- Right Subnet A
Left GW -- Right Subnet B
Left GW -- Right GW

On startup on the Right GW, *almost* all these tunnels come up.
 However, I get the following error:

032 "LeftGW-RightGW" #8011: cannot install eroute -- it is in use for
"LeftGW-RightSubnetB"

 followed by "internal error", etc., etc.

However, on startup on the Left GW, the "LeftGW-RightSubnetB" connection
does *not* come up.

Finally, "ipsec look" (and relevant pings) show that the only
connection that is *not* up is "LeftGW-RightSubnetB. (and
LeftGW-RightGW seems to be fully functional)

So,
a) Did I bring up one connection too many?
b) Is this supposed to happen?
c) Am I just doing something incredibly dumb?
