I had the same problem just a few days ago. My solution was
The I didn't had the private keys right on the freeswan
Side. You have to include them in ipsec.secrets. A good howto
How to do this is the README included in x.509 patch tgz.

You can see in the logfiles if FreeSWAN can read the private
Key and if it needs a passphrase.
