[Users] delete messages

Howdy,

I am doing some interoperablity work between FreeSwan and another
IPSec implenetation, and I noticed something that didn't seem quite
right.

Twas wondering if it had been discussed before.

When FreeSwan sends a delete message (ver. 1.97), to delete IPSec SAs,
it send protocol_id 50 (AH) and protocol_id 51 (ESP).

Since the domain of interpretation is IPSec, should it be
PROTO_IPSEC_AH (2) and PROTO_IPSEC_ESP (3)?

I am referencing page 42 of RFC 2408.

Thanks,

Mike
