[Users] ipsec connected but the network can't work

Hello every one
    I try to use freeswan make a vpn connection,but when i start it,i found:
        the ipsec comes up and all is ok,but when i try to ping to the other network it's not reachable,and when i ping from the other network i found all work good,i can ping each other. when i reboot the two computer i must ping form a to b and ping from b to a.then the network is ok.
    why it happend and how can i fixed it?

Freeswan:1.95+x509patch
kernel: 2.4.9-21mppe
VIA C3 700/128M
