Having looked at your setup, I'd recommend you:
1) Take a look at doc/config.html. To get this working, I'd
recommend you do a standard VPN setup, and don't use %dns for your
sigkeys. You're not intending to do opportunistic at the moment, so don't.

2) Comb through the output of an "ipsec barf" command, and see if any
major errors pop up. Specifically, let's see more details from your logs -
/var/log/secure in particular.
