Once you've established the tunnel and then do a sustained data
transfer, do you still see the same degradation? It's a long shot but I
wonder if it is statistical, i.e., on a small data transfer we have
added in the IKE negotiation. The IKE negotiation is a ping-pong
sequence rather than a continuous data flow and is thereby affected by
the substantial latency of satellite. I doubt that's the cause but
thought I'd at least toss it out as an idea - John
