[Users] FreeSWAN as a client?

I've been giving the task to find a VPN client to get one of out Linux
machines ona VPN. I was given the two options. One was a commerical
product and the admin at the other end also said FreeSWAN.

Now I always thought freeSWAN was for creating tunnels. Can I use it as a
client to connect into another VPN given a user/pass and such. I read the
docs a few times and either it didn't stick out at me or i just missed it
but i couldn't find anything on it being used as a client to connect to
another vpn without both ends using freeswan to create a tunnel.
