[Users] Prob with ping to establish a tunnel VPN

hello

I try to mount a tunnel between freswan and a
router zywall.

When i ping from a PC behind the router and the
tunnel is established.

When i run ipsec by the comand : ipsec setup start
the tunnel is also established.

but when i ping from the linux server or a
workstation behind the linux server, the tunnel
isn't established.

How can i say to the server that if somebody want
to go throw the tunnel it have to established the
tunnel.

If anybody can help me it will be very well.
