Dear friend,
Study this letter carefully and advice categorically if you will be able to handle, as I would not want to be exposed of the information considering the source and reputation of my name.
I known that a transaction of this magnitude will make anyone apprehensive and worried, but I am assuring you that all will be well at the end of the day.
I have decided to contact you first by your email due to the urgency of this transaction, as I have reliably informed that it will take at least two to three weeks for a normal post to reach you. So I decided it is best using the email.
You were recommended by an associate in the foreign office of the Nigerian Chambers of Commerce and industry who assured me in confidence of your ability and reliability to prosecute a transaction of great magnitude involving a pending business transaction requiring maximum confidence.
I am a Director of Project at the Federal Ministry of Works & Housing and recently appointed Chairman, Contract Review Committee (CRC) of the Federal Ministry of Works & Housing (FMW&H) in Lagos, Nigeria. I am seeking your assistance to enable me transfer the sum of
US$12.426M), (Twelve Million, Four Hundred and Twenty-six Thousand United States dollars only) into your private or company account for our mutual benefits.
This money came about as a result of a contract executed on behalf of my ministry (The Federal Ministry of Works & Housing) for the Railway Corporation (RC). The contract was officially assigned and awarded to
a German firm, Hadel & Enic Construction Gmbh of Amsberg, Germany.
The contract is for the building of 53 bedroom-detached bungalow, the rehabilitation of 3222 kilometers road, bridges and the re-alignment of steep gradients railway, all valued at US$36.174Million.
This contract has been satisfactorily executed and inspected except for the replacement of track materials as a result of their non-supply by local contractors who were supposed to handle that aspect of the contract. Now, H&EC Gmbh is presently securing its payment
from my ministry.
But in the course of my investigations, I discovered that the contract was documented as US$48.6M instead of the real cost of US$36.174M (i.e. US$12.426M over-invoiced). I know this fact alone by virtue of my position as the Chairman, CRC, and I intend to make it
so. I seek your assistance to transfer this money because our civil service code of conduct forbids us from owning foreign companies or running foreign account while in government service hence the need for an oversea partner.
It is however to this effect that I seek your maximum assistance and approval to present you or your company names alongside H&EC Gmbh as a second foreign contractor to enable me transfer the difference (US$12.426M) into your account for investment. On actualization of
the transfer to you or your company, the funds will be shared thus:
1. 30% of the money will go to you for acting as the beneficiary Of the fund.
2. 10% for reimbursement to both parties for incidental expenses that may be incurred in the course of the transaction For insurance, phone bills, documentation and etc.
3. 60% to me.
All logistics are in place and all modalities worked out for the smooth actualization of this transaction within twelve to fourteen working days of commencement after receipt of the following information from you, your recommended name/company name, address, company's details and activities, telephone & fax numbers. These information will enable us make applications and lodge claims to the concerned ministries & agencies in favour of you or your company and it is pertinent to state here that this transaction is entirely based on trust as the Solar Bank Draft or Certified Cheque drawable in any of the Central Bank of Nigeria correspondent Bankers worldwide is going to be made in your name.
The above information will enable me make the pplication and lodge claims to the concerned ministries in favour of your company or name and it is pertinent to state here that this deal is entirely based on trust and the belief that it will help to establish a long-lasting
relationship between us.
In return I demand your complete honesty and trust. You must however, NOTE that this transaction will be strictly based on the following terms and conditions as I have stated below, I have heard confirmed case of business associates running away with funds kept in their custody when it finally arrive their accounts. A very good and recent example Mr.James Hopwood, the President of Mileage Trading and Investment Company at 121,West 55th Street, 21st Floor, New York 10022, and former Chairman of OMPADEC (Mr. Eric Opia), who we were
reliably informed that after the agreement between both partners in which he was to take 15% for Nigerian officials. With all the required documents signed, the money was duly transferred into his account, only to be disappointed on their arrival in New York, Mr.James Hopwood was no longer on that address, while his telephone and fax numbers have been re-allocated to somebody else.
This was how they lost us$18.5 Million to Mr.Hopwood.This is a very recent story here in my country and everybody is aware of this, some
of the officials decided to cry out and face the law, because they felt they had lost too much to a stranger, while the former chairman of OMPADEC (Mr. Eric Opia) is hiding in a foreign country. So right now I am taking all precautionary measures to guard against re-occurrence of such act in my case. This is why I have decided that this transaction will be based completely on the following:
(a). My conviction of your transparent honesty and diligence.
(b).That you would treat this transaction with utmost secrecy and confidentiality.
(c).That upon receipt of the funds, you will promptly release my share (60%)on demand after you have removed your 30% and all expenses have been settled.
(d).You must be ready to produce me with enough information about yourself to put my minds at rest.
If you are able to handle this, please feel free to send me a return mail, this will enable me to give you a perfect understanding of the transaction.
I want to assure you that this deal is 100% risk-free.
