This distinctions is important; let us hope that it is only on the 1.95
machine. Why? This sounds like an occurance of the %hold bug people have
reported since FreeS/WAN 1.91, but, for the most part, it has been eradicated
in later releases.

There were still some scattered reports of this bug as late as 1.95; if you
find this phenomenon is isolated to the 1.95 machine, then upgrade to a later
version. The release of FreeS/WAN 1.98 is imminent; but if you don't want to
