One of the first steps in starting FreeS/WAN involves processing ipsec.conf,
our configuration file, for some basic information we will need to know as
we start up the IPSec machinery - like debugging levels, which physical
interfaces to use, etc. We store that information in the "setup" connection,
and this error is indicating that pluto can't find the information it needs in
ipsec.conf.
Is ipsec.conf there? What are its contents and permissions? (They should be
644, and it should be owned by root.)
AFAIK, you only need to install those two Steamballoon RPMs for a successful
kernel install. There are also FreeS/WAN 1.98b RPMs for RedHat 7.2 and 7.3 on
ftp.xs4all.nl - they will result in a module-based install.
