One way to do this on the FreeS/WAN side of things is to create an
outbound eroute for the VIP address you choose and an SA for that
address. If you have proxy arping turned on then the kernel will take
care of everything else.

Unfortunately I don't know the details of how to set up a VIP on a
Windows machine. I've only tried this using a Windows IPsec client
that has built in VIP capability (i.e. all I do is say I want it and
the client takes care of the rest).
