I'm not sure what you're trying to achive here; tunnels are distinct from
the ipsec devices they use. You can set up as many tunnels as you'd like,
limited only by your machine's performance restrictions. You don't need to
worry about having an ipsecN device for each connection.

Use interfaces=ipsec0=eth0 ipsec1=eth1 (etc.) only if you need FreeS/WAN to be
listening on multiple physical devices.
