NAT-T 0.2 does NOT work with preshared keys. NAT-T 0.3 patch will (and will
also support FS 1.98, X509 0.9.14, algo-patch). I hope to release it during
mid-august.

Also note that NAT-T and preshared keys is not recommanded because you must
have the same PSK for all your users. X509 is prefered.

If you want i can also send you my current bugfix patch that correct the
PSK problem.
