Why mess around with the old version? If you need to download and install anyway, go with the latest and greatest! If you report a 1.95 problem, the first thing any support person will say is, put in all the latest updates... At least that's what I would say if you reported a bug and I had to support it.

Hi, the chart on freeswan.ca shows what I know about the various
combinations, gleaned from the README's (they list what kernels a
given release was tested against) and reports on the users mailing
list, or privately to me. So essentialy, it means that either
a) 1.95 came out before 2.4.18, which is true
and/or
b) No-one's reported to me that it works, which is also true.
It also means that no one has reported that it's broken either (which is
more important). I don't see any reason why it shouldn't work.
