I'm wondering if there is a larger problem here; that Pluto is failing to
locate any public interfaces. Is the FreeS/WAN machinery not starting with
Pluto? Do you have no ipsecN interfaces associated with physical ones?
What happens when you issue "ipsec setup restart"?
The output of the "ipsec barf" command would also help diagnose any
failures in the ipsec machinery.
