I partically agree with everything you say; but the same political convictions
that motivate the funders of the FreeS/WAN project guide its actions as
to the mailing list. As such, it's unlikely that the list will ever change to
a subscriber only list.
The trade-off you imply above - no filter/no subscriptions vs fewer people due
to the lower signal-to-noise ratio - is one the project's maintainers have
weighed, and made their decision. Well written arguments, like your own, can
have an effect, but, ultimately, the decision is out of our hands. (Though I
must admit, I am an agitant for a more moderate view behind the scenes.)
