Dunno about .rpm's; I use the sources. Can't imagine any diffs with
respect to /proc, though. I have a working IPsec implementation wiht a
central firewall/vpn-gw and three offices connenting hereto.
No sign of the info you're missing. I have: ipsec_spi and ipsec_spigrp .
It's a RH6.2/2.2.20 system with freeswan-1.96.

Maybe someone will lecture me that I'm missing something...
