[Users] ipsec "on-demand" --up ??

hi, i got finally ipsec to work very nicely with another (vpn-1) gateway and a win2k roadwarrior... work very nicely except that the tunnel to the vpn-1 gateway should only be established if needs be, if someone needs to access the destination netowrk..is there a way to have it "on-demand"? say if i type in the ip of the other network in my browser that the vpn gateway establishes the tunnel on its own and eventually after its not used anymore drops it?...
