[Users] freeswan 1.97 NAT Traversal patch

Hello Mathieu.

First, thanks for an excellent work done on a patch!

Working with it, I have found a problem.
I'm using an Openwall patch, with gcc trampoline autodetection turned
off. This leads to that the programs used nested functions will not
work on such a system. NAT traversal patch to f/w 1.97 uses nested
function in pluto/nat_traversal.c, function nat_traversal_ka_event().

To make the Pluto running on a openwall-patched system, one should
either turn the security option on (which is not advisable), or
put nat_traversal_ka_event_state() outside of
nat_traversal_ka_event().
