I have no idea *why* you'd want to do this, however you can increase it.

In:
ipsec_tunnel.h : #define IPSEC_NUM_IF 4

Change that... you may have to change a few more locations. Last report
back I heard was that 100 was too high and didn't work.

http://lists.freeswan.org, however it appears that it's down at the
moment.

You can try http://www.freeswan.ca/search.php to search them, and used the
"cached" links to read them.

Unless you have, say 100 IP's on your FreeS/WAN box, this serves no
purpose in real live so it's very much untested.
