Either the kernel recompile failed; you have successfully recompiled your
kernel, but are still using the old kernel instead of the new IPSec enabled

However, there is a simpler solution for this situation:

There are RPMs available for this RedHat kernel available here:
ftp.xs4all.nl/pub/crypto/freeswan/binaries/RedHat-RPMs/2.4.7-10
Just install and follow the instructions from there.
