Do you mean you want a hub&spoke setup where all traffic flows through
your central site? Or do you mean you are looking for any way that
doesn't involve you having to manually setup individual connections
for every combination?

Pushing all the traffic through a central site is one way to achieve
that. However, another is to use a centrally managed VPN solution
which lets you just specify what nodes are in a VPN and it takes care
of generating and distributing the configurations to all nodes.
I'm not aware of any such system that is available for free (for any
definition of "free") but various companies would be more than happy
to sell you one.
