Our _startklips script is attempting to load FreeS/WAN as a module, because
IPSec is not present in the kernel. It finds a module - one compiled for a
different kernel configuration, I'd expect - and it fails.

So you're trying to compile and install a kernel with FreeS/WAN. As the
INSTALL document states:
6. Install the new kernel *IF* kernel install on your system uses the
kernel's own "make install" (and perhaps "make modules_install"), then as
a convenience, you can do it form our top level directory by:
make kinstall # only if using kernel "make install" etc.
This is properly error-checked, and the output is left in out.kinstall.
Questions:
1) Is CONFIG_IPSEC set to "y" in your kernel config? (I don't think we proceed
with menugo unless it is.)
2) Do any errors appear in out.kinstall?
3) Is your possible that your system is still booting the old kernel?
