First, let me thank Ken DeLuca for shedding some much-needed light on the
"why" of this situation:

 This problem is on RH7.3 and is caused by an update to the modutils package
 that is updated along with the latest RH7.3 kernel 2.4.18-17.7.  If you
 install the latest modutils it causes this error booting back on 2.4.18-10
 for ipsec.  If you downgrade modutils to the previous version, then ipsec
 under 2.4.18-10 works.

 The only catch with the downgrade of modutils is that the newer kernal
 2.4.18-17.7 depends on the newer modutils. In other words, you must stick
 with 2.4.18-10 kernel until freeswan binary rpms are available for the newwer
 kernel.

 Here is the redhat change for modutils package that shows the change that
 causes this problem.

*All* of these problems have been fixed in our next release, 1.99. 1.99 is in
its final testing phases right now, and it looks right now as if the current
candidate will be the final code revision.

We've generated RPMs for this candidate as well, and I'd invite all interested
parties to give them a try. So far, we've made RPMs available for RH kernels
2.4.18-3, 2.4.18-17.7.x, 2.4.18-14, and 2.4.18-17.8.0. I'll see if I can get
2.4.18-10 RPMs posted shortly.
