"New" is a relative term. The major changes are well over a year
old at this point. Several months ago, we had a third round of relaxation
in the rules but they didn't have a direct bearing on this and kernel.org
has been hosting hardened crypto in the US for a couple of years at this
point.

Same as they've been for some time. Open source is permitted to
have crypto with no export restrictions and only a requirement to
notify the BXA of the site on which it is ORIGINALLY hosted. No
notification requirements on mirror sites and no "know your customer"
restrictions. That includes both sources and any binaries based on
those sources.
