Currently, FreeS/WAN can't handle this my itself.
Possible Ideas:
1. Use GRE to create tunnels devices pointing, and then use the eql0
driver to "bond" the interfaces into 3rd interface, and run IPsec
over that.
2. Use PPP w/Multilink to bond the line, and run IPSec on ppp0
