I don't know since you didn't include any output showing this in your
message. Here's what I see whan I start up 1.98b :-

  $ sudo /sbin/service ipsec start
  ipsec_setup: Starting FreeS/WAN IPsec 1.98b...
  ipsec_setup: WARNING: eth0 has route filtering turned on, KLIPS may not work
  ipsec_setup: (/proc/sys/net/ipv4/conf/eth0/rp_filter = `1', should be 0)

Notice that it is warning about eth0, not ipsec0.
