Enable proxy arping :

echo 1 > /proc/sys/net/ipv4/conf/ethx/proxy_arp

where ethx is the name of your eth device attached to your internal
network.

Are you sure that your kernel and ipsec tools match ?? I only saw this
error once after I forgot to upgrade the userland tools.
