[Users] ERROR: asynchronous network error

Hi list,
I have a working VPN between a Linux/FreeSWAN gateway and a Windows2000/XP
road-warrior client (with Marcus Müller's ipsec.exe tool).
Continously pinging a host behind Linux gateway, I can randomly see in
/var/log/secure the messages below:

devil pluto[11257]: ERROR: asynchronous network error report on eth0 for
message to 62.11.84.165 port 500, complainant 62.11.84.165: Connection
refused [errno 111, origin ICMP type 3 code 3 (not authenticated)]

and sometime I lost the packet.
62.11.84.165 is an unknown host for me!

Any idea?
