[Users] cpi size is 2 bytes but in first packet of Quick mode reply isp_spisize field is with value of 4

Hi,
I think this is a bug in FreeSwan 1.98 KB8
when FreeSwan responds to ESP+IPCOMP quick mode first packet it generates a
2 bytes CPI
but the isp_spisize of the IPCOMP proposal seems to have the value of 4.
