Windows mapping is done by broadcast. Perhaps the Vigor routers are passing
broadcast, or that they have special code to deal with this situation.

It would be interesting if you did a tcpdump on the Linux hub:
   tcpdump -i ipsec0 -n udp port 137 or udp port 138 or port 139

This would show you any Netbeui traffic that was getting to the hub. You
might see it enter, but not leave again.

It may also be that the Linux hub has firewalled this traffic, or that some
feature is enabled by the Vigor routers when they talk to each other. There
are many workaround - you can type the hostname directly, or designate browse
masters on each end that know about each other. This is windows voodoo, which
I don't know.

It is unlikely to be a bug in FreeS/WAN.
